On 15 October 2018, the International Air Services Commission (the Commission) issued Determination [2018] IASC 120 (the Determination) allocating 1,250 seats per week in each direction to Qantas Airways Limited (Qantas). The Determination includes several conditions including the requirement for the capacity to be utilised by no later than 31 January 2018 or such other date approved by the Commission.

On 9 November 2018, Qantas requested an extension of the time of the utilisation of the capacity to 31 October 2019. Qantas provided, on a confidential basis, information on its firm plans to utilise the capacity.

At its meeting of 10 December 2018, the Commission resolved ([2018] IASC R04) to extend the date of the utilisation of the capacity allocated in the Determination to 31 October 2019 or such other date approved by the Commission.
