On 28 October 2019, the International Air Services Commission (the Commission) issued Determination [2019] IASC 119 (the Determination) allocating one frequency per day in each direction to Virgin Australia International Airlines Pty Ltd (Virgin Australia) on the Japan route to serve Haneda Airport.  The Determination includes several conditions including the requirement for the capacity to be utilised by no later than 29 March 2020 or such other date approved by the Commission.

On 2 April 2020, Virgin Australia requested an extension of the time of the utilisation of the capacity to 15 June 2020.  Due to the travel restrictions related to the coronavirus pandemic, Virgin Australia has not been able to commence services by 29 March 2020.

At its meeting of 17 April 2020, the Commission resolved ([2020] IASC R02) to extend the date of the utilisation of the capacity allocated in the Determination to 15 June 2020 or such other date approved by the Commission.
