The International Air Services Commission (the Commission) has received an application from Virgin Australia seeking to vary the following determinations on the Vanuatu route to permit China Southern Airlines to code share on selected Virgin Australia operated services:
Vanuatu
- Determination [2023] IASC 109, allocating 700 seats of passenger capacity per week;
- Determination [2023] IASC 110, allocating 180 seats of passenger capacity per week; and
- Determination [2024] IASC 111, allocating 1,304 seats of passenger capacity per week.
New Zealand
- Determination [2017] IASC 113, allocating unlimited passenger and freight capacity and frequency.
As part of its application, Virgin Australia also sought the removal of the condition that allowed the capacity to be used for code sharing with Etihad Airways on the New Zealand route.
Invitation for Submissions
In accordance with section 22 of the International Air Services Commission Act 1992, the Commission invites submissions about the transfer application. The closing date for making a submission is 9 February 2026.
Update: 05-March-2026
On 4 March 2026, the Commission issued Decision [2026] IASC 202 varying Determinations [2023] IASC 109, [2023] IASC 110 and [2024] IASC 111 on the Vanuatu route, to permit the use of the capacity for code sharing between Virgin Australia and China Southern Airlines. The permission is valid for the duration of each determination, commencing from 4 March 2026.
